The Department of Higher Education and Training, represented by the Head Office and the Eastern Cape Region appeared before the Parliamentary Portfolio Committee on Higher Education recently. The appearance was to support one of the Eastern Cape TVET colleges in the region, namely Ingwe TVET college.
The meeting was part of the oversight work of the Portfolio Committee to assess the performance of the colleges in terms of governance, administration, teaching and learning as well as related matters concerning the institution.
The delegation consisted of the Office of the Director-General and Deputy Director-General: TVET Branch, Senior Managers and officials of the Department at the Head Office and Regional Office as well as Ingwe TVET college council, management, Student Representative Council, and Organised Labour. Ingwe TVET college, Acting Principal Dr. Rachere Radile made a presentation on behalf of the college covering the twelve areas as per the directive of the Portfolio Committee. Amongst the issues addressed were registration and enrolment for 2025 academic year, safety and security, including policies and measures to curb the Gender-Based Violence and Femicide epidemic, overview of student accommodation, partnerships, and institution’s finances.
Members of Parliament raised concerns around, amongst others, the state of the Information and Communication Technology infrastructure, identified gaps in policy development and implementation, alleged irregular appointments, and innovation strategies to respond to the 4th Industrial revolution.
The college was able to register success in, amongst others, student academic performance, finance audit outcomes, and placement of students. As part of its interventions, the Department will provide increased support to the college, including other TVET colleges in the region, to address issues of concern raised by the Portfolio Committee. This will include increased oversight and monitoring, induction of newly elected college councils, meetings to zoom on and track progress made to implement the action plan on specific areas of concern.
